As Deputy State Auditor for the State of Utah, he leads projects and builds teams at the nexus of public finance, data science, and analytics. They make change by scrutinizing billions in public funds through data-driven audits and special projects to detect fraud, waste, and abuse. They also pioneer innovative models and dynamic processes to show governments — large and small — how to more effectively deliver valuable public goods and services in response to societal demands. Liz Sweeney

Liz Sweeney is a registered municipal advisor with extensive experience in credit analytics, municipal disclosure, rating agency relations, municipal debt products, and structured data standards. Liz is a member of the board of the Municipal Securities Rulemaking Board (MSRB). She is also a Senior Fellow at the Milken Institute. Previously, Liz was managing director at S&P Global Ratings.
Liz was one of the first municipal market participants to experiment with machine-readable structured data standards including XBRL. Such standards later became central to the requirements of the Financial Data Transparency Act. Her knowledge of taxonomy development and application of data standards to facilitate reporting requirements are unique among municipal securities market professionals.
She holds an MBA from NYU’s Stern School of Business, a BS from Georgetown University, and a Certificate in Healthcare Management from NYU’s School of Professional Studies. Nutshell Associates is registered as a municipal advisor with the SEC and MSRB. Nutshell Associates is certified as a Women’s Business Enterpries (WBE) and Woman Owned Small Business (WOSB).
